Zapata County, TX – Authorities in Texas have arrested Jesus Zuniga-Bustos in connection with a disturbing child sexual abuse case that dates back to 2015. The successful arrest came after a coordinated operation involving the Zapata County Sheriff’s Office, U.S. Border Patrol intelligence agents, Texas Rangers, and the Zapata County Precinct 4 Constable’s Office.
Zuniga-Bustos is now facing multiple felony charges, including aggravated sexual assault of a child, a first-degree felony, and indecency with a child by sexual contact, a second-degree felony. The arrest highlights the critical role that cold case investigations play in delivering justice to survivors—no matter how much time has passed.
Investigators confirmed that Zuniga-Bustos was unlawfully present in the United States, adding a layer of legal complexity to the case. While immigration status may complicate prosecution, it does not shield a perpetrator from accountability, especially in cases involving the sexual abuse of a child.
Sheriff Ramon E. Montes emphasized that their mission was clear: to ensure that no victim is forgotten and no predator escapes justice.
“We are dedicated to ensuring that no case is too cold for us to pursue,” said Montes. “Thanks to the collaborative efforts of our dedicated law enforcement partners, we are making strides toward justice.”
This arrest, nearly a decade after the abuse reportedly occurred, serves as a powerful reminder to survivors in Pennsylvania and across the country: it is never too late to come forward. The re-opening of this case demonstrates the persistence of law enforcement and the power of survivor voices in demanding accountability.
For many victims of child sexual abuse, the trauma continues long after the assault ends. Survivors often face lifelong emotional and psychological struggles, including depression, PTSD, anxiety, and challenges forming trust-based relationships. Arrests like this send a clear message that justice can be delayed but not denied.
Here in Pennsylvania, survivors of child sexual abuse have legal options—even in cases where the abuse happened years ago. New laws and extended statutes of limitations have created more pathways for survivors to file civil lawsuits against abusers and negligent institutions.
