Survivors of childhood sexual abuse across Pennsylvania continue to wait for long-promised legislative reform as political divisions and procedural errors stall a critical lookback window law. The proposed legislation would create a two-year window allowing adult survivors to file civil lawsuits against their abusers, even if the legal statute of limitations has expired. Despite widespread public support and years of advocacy, the bill remains mired in the Pennsylvania General Assembly.
Stephen Adams (a pseudonym), who alleges he was abused by a Catholic priest more than sixty years ago, is one of many survivors whose hopes for justice have been repeatedly delayed. Like others, Adams has been advocating for the opportunity to hold his abuser—and the institutions that enabled the abuse—accountable through civil litigation.
The legislative effort gained national attention after a 2018 grand jury report exposed systemic child sexual abuse and cover-ups in Catholic dioceses throughout Pennsylvania. Lawmakers promised action, and initial versions of the bill passed, but a critical administrative error by the Pennsylvania Department of State in 2021 derailed the constitutional amendment process. This mistake forced a restart of the years-long procedure required to bring the measure to voters.
Further legislative setbacks occurred due to political infighting and the bundling of unrelated constitutional amendments, which only served to further delay survivors’ path to justice. Survivors and advocacy groups have expressed deep frustration over these unnecessary hurdles, warning that justice delayed is justice denied.
As survivors wait, many are left feeling hopeless and retraumatized. Every year that passes without a legislative solution denies them closure and reinforces the sense that their suffering is being ignored. It also allows alleged abusers to avoid accountability and may leave others at risk.
