Bail Increased for Police Officer Accused of Child Sexual Abuse: What Pennsylvania Families Should Know

Officer Faces New Charges in Expanding Child Sexual Abuse Case

A California police officer is facing mounting legal trouble after prosecutors announced additional child sexual abuse charges, prompting a judge to raise his bail to $900,000. Authorities say 52-year-old Timothy Scott Jaekel, a former Lincoln Police Department officer, now faces nine felony counts involving alleged lewd acts with children under the age of 14 — including offenses that prosecutors claim occurred while he was on duty and in uniform.

The new charges stem from allegations in Placer County involving a child who was a friend of one of Jaekel’s own children. These offenses were filed on top of the seven existing felony counts tied to years of alleged abuse involving four female family members in Sacramento County. According to prosecutors, the allegations depict a long-term pattern of grooming, coercion, and escalating sexual misconduct stretching across multiple jurisdictions and more than two decades.

Deputy District Attorney Allen Tsikerman stated that the additional cases shared “the same grooming behavior,” describing multiple victims and similar tactics used to manipulate and isolate children. Prosecutors emphasized that the severity and consistency of the allegations suggest Jaekel could pose “an extreme danger” to the public if released.

Judge Raises Bail; Prosecutors Say Risk to Community Remains High

During the latest hearing, Jaekel appeared in court after previously posting two bonds to secure his release. His attorney entered a not-guilty plea, arguing that Jaekel has complied with court orders and has a long history of “enforcing and following the law” during his police career.

However, the judge noted that the possible maximum penalty — life imprisonment — created a strong incentive for flight. Citing the seriousness of the charges and the repeated nature of the alleged acts, the judge raised bail from $700,000 to $900,000. Following the decision, Jaekel was handcuffed in court and escorted back into custody. His attorney indicated that preparations were already underway to secure another bail bond.

This arrest marks the third time Jaekel has been taken into custody since the investigation began. Officials say the initial report came in June when an adult survivor living in Arizona contacted authorities to disclose years of abuse that occurred when she was a minor. Detectives later interviewed additional children who reported long-term abuse from ages 8 to 16.

According to law enforcement, the victims independently described inappropriate touching, requests for nude photos, and witnessing abuse happening to one another — all consistent with grooming patterns often used by child predators.

Officer Removed From Department Amid Ongoing Internal Investigation

The Lincoln Police Department confirmed that Jaekel had originally been placed on administrative leave when the allegations surfaced, and he has since been terminated from employment. The department further stated that Jaekel was temporarily decertified by California POST, meaning he is no longer authorized to serve as a police officer.

An internal administrative investigation remains ongoing but is separate from the criminal proceedings.

Before his termination, Jaekel had worked as a school resource officer, SWAT team member, and police officer in multiple jurisdictions, including Georgia. He also worked in code enforcement roles for the city and county governments in Placer County. These employment records raise ongoing concerns about whether misconduct went unnoticed or unreported across agencies.

Prosecutors noted that more charges may still be filed as they coordinate with other jurisdictions.

What Pennsylvania Survivors Can Learn From This Case

While this case occurred on the West Coast, the dynamics echo child sexual abuse cases across Pennsylvania — particularly those involving trusted authority figures. Whether the perpetrator is a police officer, teacher, coach, clergy member, or family member, survivors often struggle with shame, fear of retaliation, or pressure to remain silent.

Many victims don’t disclose their abuse until adulthood. Some carry the trauma for decades before finding a path to justice.

In Pennsylvania, civil law provides powerful avenues for survivors to seek accountability, even when criminal cases are long delayed or never pursued.

With Survivors of Abuse PA, attorney Ashley DiLiberto, Esq. helps survivors file civil lawsuits against abusers and institutions that enabled, ignored, or covered up sexual misconduct. She is known for trauma-informed advocacy, compassionate guidance, and strong litigation experience.
