In a disturbing revelation, nearly 70 individuals have come forward with allegations of sexual abuse during their time in juvenile detention centers across Pennsylvania. The facilities involved include Merakey USA's Northwestern Academy, Loysville Youth Development Center, South Mountain Secure Treatment Unit, and North Central Secure Treatment Unit, among others.

Attorney Jerome Block emphasized that many of these facilities remain operational, with no significant changes to policies that allowed such abuse to occur. Merakey, one of the accused organizations, stated that they closed Northwestern Academy in 2016, asserting a belief in community-based settings over institutional ones. However, they have not yet commented on the specific allegations due to pending litigation.
The state Department of Human Services, responsible for overseeing these facilities, maintains a zero-tolerance policy towards abuse but has refrained from commenting on the ongoing litigation. The department mandates audits every three years to ensure compliance with safety standards.
The allegations underscore a critical need for reform within Pennsylvania's juvenile justice system. A task force established in 2021 identified issues such as the unnecessary incarceration of first-time and minor offenders and the disproportionate prosecution of Black juveniles as adults. Additionally, discussions continue about establishing an independent Office of Child Advocate, a proposal that has been debated for over two decades without legislative action.
