In a deeply troubling case, twenty employees of Chester Community Charter School (CCCS) in Delaware County, Pennsylvania, have been charged with offenses related to the abuse of 26 children enrolled in the school's Team Approach to Achieving Academic Success (TAAS) program. The alleged victims, ranging from kindergarten to fifth grade, were subjected to various forms of physical abuse and unlawful restraint by staff members entrusted with their care.
The investigation commenced in January 2025 after two parents reported that their children were afraid to attend school due to being placed in "holds" by staff. Subsequent surveillance footage revealed approximately 100 instances of abuse, including pinching pressure points near the neck, restraining children with crossed arms, and applying knees to their backs to force them to the ground. These actions were primarily carried out in the "positive support room," intended for emotionally supportive programs.
Nine individuals face multiple charges, including conspiracy, simple assault, unlawful restraint, false imprisonment, endangering the welfare of a child, and failure to report child abuse. The remaining eleven are charged with failure to report the endangerment of the welfare of a child. All defendants are considered mandated reporters under Pennsylvania law, legally obligated to report suspected child abuse.
Several of the accused were employed by Peak Performers Staffing, LLC, a company co-founded by Jennifer Woodhouse and Emmanuel Gilbert. Despite assurances that their staff were trained in safety-care techniques, investigators found that none had up-to-date or required training.
Chester Community Charter School has terminated its contract with Peak Performers Staffing and dismissed the implicated employees. The school asserts that families were notified promptly and that it is cooperating fully with authorities. However, the investigation is ongoing, with additional charges possible as more evidence emerges.
